The primary objective of the Department of Social Services is to make marginalized and disadvantaged communities active stakeholders of national development by addressing the problems faced by them while enabling them to be self-reliant. In order to attain this objective, the Department formulates policies and implements research and development programmes from the national to grass-root levels. Included in a host of activities targeting the disabled community conducted by the Department of Social Services are the provision of vocational training, social integration and minimizing social problems encountered by such communities and the Department has also launched a programme for the residential rehabilitation of persons addicted to drugs.

What we do in here

Community Base Rehabilitation Programme

The main objective of this program is to rehabilitate persons with disabilities domestically and integrate them into society providing relevant services.

Vocational
Training

If you are a young person between 16 to 35 years of age with any impairment of hearing, speech, visually handicapped, intellectually or physically challenged, our objective is to help you in integrating in to the society as a dignified citizen.

Early Childhood Development

If your child is having a disorder or retardation in his/her growth or having any disability identified at birth or in childhood, our institution is ready to warmly welcome them into our folds.

Care for mentally retarded children

One of the core areas of the services of the Department is to provide care and shelter for intellectually impaired and vulnerable children who are without parents or guardians.

Visually Impaired Rehabilitation Trust Fund

This fund functions to serve, rehabilitate and provide necessary relief for the visually impaired persons.

Sign Language
Interpretation Service

A well versed team of sign interpreters attached to the Department are at service in all times to help hearing and speech impaired individuals to communicate with society in general and facilitate them.

Rehabilitation of Drug Addicts

We assist in rehabilitating, if you, one of your family members or close associates are addicted to drugs, improving your vocational skills and integrating you into the society.

The entire family especially parents are driven to despair if it was found out that their toddler is having a disability of some kind. It is commonly acknowledged by experts that the early interventions to provide the required services to such families is extremely helpful in the development of the child as well as mental wellbeing of parents. The CGC offers facilities to improve mental wellbeing of parents through psychological counselling and for maximum development of the child through the provision of multiple services. Through such services, educational and social rights of children up to 16 years are safeguarded by coordinating their services and support is extended to programmes of the Social Services Department conducted for children with disabilities.

Delighting clients by empowering parents and family members to face up to challenges with dignity, encouraging and making early interventions for the maximum development of children with special needs, acting as an intermediary in building and coordinating a service network offering services on time.

History

The Department of Social Services implemented a programme from 1994 to extend support to governmental and nongovernmental organizations scattered throughout the country for the development of early childhood of children with various disabilities in Sri Lanka under the technical cooperation of (JICA).

Training preschool teachers and creating awareness amongst parents were two major components of the programme. An opportunity was also accorded to study health, education and social welfare services launched specifically for children with disabilities in Japan with the objective of providing an improved service by minimizing shortcomings of diverse programmes implemented in Sri Lanka at the time. Consequently, a programme for early intervention to provide services to children with disabilities was introduced with the CGC as the focal point. In line with the CGC concept, it has been planned to establish CGCs in every district of the island and the first such centre was established in Maharagama in the year 2003.

Specialty of the services of the CGC

  • Interventions to provide services at a very early age (from 03 months).
  • Providing services to any child with physical, mental disabilities or any other special needs.

  • Providing services to each child as per an Individual Education Plan (IEP).
  • Referring to preschools and formal school system after developing basic skills.
  • Focusing primary attention on the development of day-to-day life skills.
  • Providing post care services for children referred to preschools and formal education.
  • Services being rendered by trained staff with requisite qualifications and experience.
  • Adopting a holistic approach which pays attention to all stakeholders. (Client Children/Parents/Family Members/Community etc)

To reach the centre, travel along the Maharagama-Nugegoda bus route 119, passing Ayurveda Centre and proceed 500 meters along Pathiragoda Road and another 100 meters along Samaja Road and it is located at Wela Road.

Making persons with intellectual disabilities stakeholders of national development by giving them love and affection and providing opportunities for skills development and making them contribute to the production process.

History

This institute was established as a sub branch of the Navodaya project of the Department of Social Services for the provision of services to boys with intellectual disabilities who have been deprived of care and protection of their parents. The project received the full backing of the government at the time and the 17-acre land whereon the institute is situated was donation from the late Mr. Jayaweera Arachchige Loius Singho, a philanthropist from Warapalana, Udathuthiripitiya, Gampaha. Subsequently, this institution was renamed as Jayaviru Sevana as a mark of respect to him. At present, nearly 80 boys are under the care of the institute.

Our mission is to make young drug addicts contribute to national development by weaning them away from drugs through educating them on true vision and genuine happiness of life and honing their skills.

History

Puwakpitiya Children’s Home for the mentally retarded was started on 31.07.2007 as a sub-branch of the ‘Navodaya’ project of the Department of Social Services. It received full patronage from the government headed by Hon. Chandrika Kumaratunga. A land which is nearly 17 acres in extent was donated for the construction of the Children’s Home by the late Jayaweera Arachchilage Louis Sinno, a resident of Warapalana, Udathuththiripitiya, Gampaha. Subsequently the institute was renamed as Jayaviru Institute in his memory.
